Job Description

About this role: The Senior Contract Officer (SCO) provides strategic contract management expertise and operates in partnership with MSH Portfolio Directors and Project Leads to advance MSH's Mission of working shoulder-to-shoulder with countries and communities to save lives and improve the health of the world's poorest and most vulnerable people by building strong, resilient, sustainable health systems.

The SCO engages in proactive communication with clients, resolves high level contractual issues, oversees internal/external audit requests, and provides guidance to new business development as delegated by the Director, Corporate Contracts Office.

The SCO oversees and performs all contractual functions for a portfolio of programs aligned with their interest and expertise. Activities include providing/assisting/mentoring and monitoring contract compliance, contract management and negotiations, and capacity building of sub-awardees. The SCO is able to take the lead in performing the responsibilities detailed below. The SCO is aware of, adheres to and educates staff on the MSH Code of Business Ethics and Conduct, client regulations and MSH Standard Operating Procedures.

More Specifically:

Contract/Subcontract Management and Administration

Manage and oversee all contract administration and contract management functions as assigned per delegated authority from the Director, Corporate Contracts Office. Correspond with USAID and other clients for assigned portfolio, including but not limited to the following:

  • Engaging in client relationship management with USAID and other clients.
  • Serving as a thought partner with MSH Portfolio Directors and Project Leads to develop contracting and subcontracting strategies.
  • Participating in project team meetings.
  • Preparing and presenting contract readings and trainings for assigned portfolio.
  • Drafting and negotiating USAID approval and waiver requests.
  • Monitoring compliance with the terms and conditions of the contracts and cooperative agreements and developing and implementing spot checking plans.
  • Performing project close out related activities.

Subaward/Subcontract Administration

Manage all subcontract/subaward administration and management functions for assigned subcontracts/subawards. In conjunction with project management and Contracts Office staff, will:

  • Proactively engage with subcontractors/sub-awardees to build strong partnerships.
  • Draft, negotiate and sign subcontracts/subawards ensuring appropriate regulations, terms and conditions are included in the subcontract/subaward.
  • Provide capacity building support to subcontractors/sub-awardees on US Government regulations, monitor compliance, perform spot checks and provide follow up training as necessary.

Grants Management

Manage the contractual management and oversight of a comprehensive grants program in conjunction with project management and Corporate Contracts Office (CCO) staff.

General Contract Activities

  • Perform and/or oversee and document donor regulations research, including but not limited to, Federal Acquisition Regulation (FAR), Agency for International Development Acquisition Regulations (AIDAR), standardized regulations, standard provisions, 2 CFR 200 Uniform Administrative Requirements, Cost Principals and Audit Requirements for Federal Awards.
  • Keep abreast of, interpret, and provide written guidance to staff on donor regulations and policies.

Miscellaneous Support

  • Prepare and review responses to internal and external audit questions and determine allowability of costs when necessary.
  • Provide direct or indirect supervision, training, coaching and mentoring for Contract Specialists, Contract Analysts, and any other staff delegated authority for performing contract functions.

Specific requirements for this role are:

Education and Experience:

Required: A postgraduate education in a field of study closely related to the assigned responsibilities is required.

Required:

  • 7+ years of related experience is required.

  • Demonstrated U.S. government contract management and budget development experience.

  • Experience with and knowledge of USAID and other donor' and client's regulations, policies, procedures, contracts and grants management processes.

  • Ability to work in multi-cultural and lingual settings

  • Experience with administration of subawards / subcontract.

  • Experience in international public health preferred.

Knowledge and Skills:

  • Advanced spreadsheet skills required; knowledge of other software Microsoft applications (Word, Excel, PowerPoint, etc.)

  • Demonstrated excellence in verbal and written communications skills.

  • Strong organizational skills for managing and coordinating a variety of tasks simultaneously.

  • Good interpersonal skills.

  • English fluency required (including speaking, writing, understanding, and reading and the ability to work with contractors, staff as well as internal and external stakeholders). Working knowledge of French preferred.

Physical Demands

  • Ability and availability to travel as needed.

  • Be able to perform basic office functions including keyboard use, pulling drawers, lifting papers <10 lbs.


The expected salary range for this position is: $100,000.00 - $135,000.00 annually (U.S. locations only).
