Overview

The Cuyahoga County Board of Developmental Disabilities (Cuyahoga DD) is seeking an Administrator to represent Cuyahoga DD in statewide and local workgroups to plan for and develop a structure of care for youth with developmental disabilities in our community that align with board policy. Plan, organize and guide Service and Support Administration activities of the Cuyahoga DD, which includes oversight of all SSA functions per OAC Rule 5123:2-1-11 for individuals receiving services or who have planning needs. Assist with the coordination of multi-system services, both internal (Cuyahoga DD) and external, and the relationship between these services and Cuyahoga DD service and support administration functions. The nature of work will include, but is not limited to the following:

    Make recommendations to the management team to plan and develop or modify local practice in response to changes in State and Federal expectations of service delivery, and regarding planning for youth in our state while closely working with other agencies/systems.
  • Ensure compliance with the rules and regulations surrounding Cuyahoga DD to maintain the function as Service Coordination Team liaison to other children's service and support systems, both internal (Cuyahoga DD) and external.
  • Participate in external work groups, pilot projects and/or committees as liaison to other children's service and support systems. This may include participation in Service Coordination Team meetings as requested and participation in statewide workgroups surrounding MSY work in the Developmental Disabilities field.
  • Identify service gaps and barriers with other child serving agencies and facilitate the development and collaboration of partnerships to serve individuals eligible to receive services.
  • Routinely provide direction, guidance, and oversight to service and support administrators and supervisors in the ongoing planning for youth with multi service needs. This may include attending planning meetings as well as development of community capacity to support individuals and families through linkage to resources in the community and in neighborhoods and to access appropriate and available funding in the community.
  • Assist SA leadership to train and cultivate professional development of Support Administrators in their work with youth involved with multiple systems.
  • Manage the authorization of expenditures to ensure fiscal responsibility including: Following the hierarchy of funding related to utilization of dollars. Assist with the management of funding available through Family and Children First Council. Oversee the needs associated with alternative funding and make recommendations for expenditures and future planning considerations (i.e., KFT grant funding). Deliver technical assistance to Support Administrators, Providers, and Waiver Coordinators regarding these authorization processes.
  • Attend regularly scheduled Small Team Meetings with various SA teams serving youth to provide information in a consistent format to Support Administrators.
  • Act as the point person for referrals from external service systems when residential treatment is warranted as appropriate. Work with Multi-System Services Manager to review and respond to referrals from external child serving agencies to assist in service provision for individuals eligible to receive services.
  • Provide direction and oversight to SA staff when engaged in multi-system teams and/or youth is residing in a residential treatment center, developmental center, Cuyahoga DD respite home, or the Fowles road ICF.
  • Participate in the Medicaid Administrative Claiming (MAC) program in accordance with DoDD rules and regulations and guidance from the Cuyahoga DD MAC Coordinator.

SUPERVISORY DUTIES: This position has no direct reports; however, will have oversight of Support Administrators in the work they do related to children involved with multiple systems.

PERSONAL CONTACTS: Frequent contact with Respite Coordinator, Support Administrators, Support Administration Supervisors, and community liaisons from agencies such as FCFC, DCFS, CMSD, ADAMHS, Juv Court, and OhioRISE as well as providers, individuals served, and family members. Occasional contact with DoDD personnel, local government administrators, as well as other private and public entities.

UNUSUAL WORKING CONDITIONS: Planning meetings will be held throughout Cuyahoga County and surrounding counties and during the evenings and weekends. Occasional travel to other counties.

Qualifications
  • Bachelor's Degree in Special Education, Social Work, Psychology or related area.
  • Three years of Cuyahoga DD experience or five years of DD experience.
  • Some supervisory experience in a related field preferred or substantial professional experience in service coordination.
  • Eligibility for the appropriate State Department of DD SSA certification with certification occurring within state statute timelines.
  • Valid Ohio driver's license and the ability to maintain an insurable driving record according to Cuyahoga DD policy.
