Defense Strategy and Plans Expert, Senior

Key Role:

Analyze military strategies, plans, programs, and policies to provide recommendations for how to improve them. Conduct research, studies, and analyses of selected Department of Defense modeling and simulation enterprise capability gaps. Develop and document of multi-year plans necessary to mitigate or resolve modeling and simulation capability gaps in support of functional community user requirements. Develop scenarios that enable modeling and simulation stakeholders to more rapidly develop and reuse simulations. Author, assess, and analyze strategic planning documents, implementation plans, operations orders, presentations, talking points, memorandums, and other correspondence. Develop and execute strategy and plan for gathering and analyzing data to drive meaningful results for the mission. Collect, collate, analyze programs, and operationalize data. Develop predictive tools and provide results of analyses by making recommendations to leadership and stakeholder community as to how the data can be used to make critical decisions. Review and conduct gap analyses of identified operational capability gaps and functional shortfalls. Conduct in-depth reviews, analyses, comparisons, and evaluations of issues balanced against the identified operational gaps and shortfalls of all stakeholders and the impacts of those needs.

Basic Qualifications:

-15+ years of experience working in a professional work environment

-5+ years of experience in military strategic or operational planning for the Department of Defense at a 2-star level command or higher such as Combatant Command, Joint Staff, Corps, Division, or Service Component

-Experience with analyzing and articulating military strategy, plans, or policies to mitigate enterprise capability gaps

-Experience conducting research and analysis and contributing to the coordination of strategy or doctrine for military operations

-Knowledge of Army modeling and simulation enterprise stakeholders, processes, and tools

-Ability to develop background papers, talking points, reports, and briefings suitable for all levels of leadership

-Ability to work in a collaborative team environment and independently with minimal guidance

-TS/SCI clearance

-Bachelor's degree

-Graduate of Command and General Staff College or Intermediate Level Educate

Additional Qualifications:

-Experience with modeling and simulation at the Headquarters, Department of the Army, Joint Staff, Combatant Command, or Service Component Command as a senior simulation operations officer such as military operation specialty 57A

-Experience in analyzing capabilities gaps associated with modeling and simulation, global demand, force projection, prepositioned stocks, or strategic and operational support plans

-Experience conducting research and analysis and contributing to the coordination of strategy or doctrine for military operations

-Experience in analyzing strategies and policies with a future focus that guides activities of an organization and incorporates the vision and long-term goals of leadership

-Experience with leading meetings and developing presentations and briefings for use by senior leaders

-Experience authoring clear, concise, and accurate documents and briefings for approval and presentation to senior leadership

-Knowledge of DoD capability development, resource management, and acquisition processes

-Possession of excellent verbal and written communication skills

-Master's degree

-Graduate of a Senior Service College, such as Army War College

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $84,600.00 to $193,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees. This posting will close within 90 days from the Posting Date.
